Thanks for the comments. 

Yes, all of this discussion was inspired by the upcoming election, and while we're late hopefully these ideas will still be useful for this election and future elections. 

As regards the airtime charges: I agree completely that this is a big issue, and have been looking for (and not yet finding) a solution that involves at least a call within Nigeria. If you have any suggestions, let me know. 

At the end of the day, however, there are going to be quite a few activists out there observing the elections, many of them recruited by the Transition Monitoring Group and other civil society groups. They have mobile phones and presumably also a budget, so making occasional short calls to a UK number might be feasible. For them to have confidence that their messages are being posted will be empowering to them.
